SPEAKER
Frederick ("Rick") Joyce, is Partner at Venable LLP law firm, residing in its Washington, DC office, and Chair of Venable's Communications Group. He has represented clients in matters involving domestic and international communications regulations and treaties, public and private financial transactions and appellate and civil litigation pertaining to telecommunications.
- Mr. Joyce has written several leading articles on and is a frequent guest speaker on the subject of electronic communications privacy laws. Recently, he has spoken to federal ethics officers on the subject of electronic privacy in the government workplace, and, he was a featured speaker at Valparaiso Law School's symposium on electronic privacy laws in the United States. He has represented a variety of businesses, governmental entities, telecommunications service providers and trade associations on a wide range of electronic privacy issues.
- Apart from electronic privacy matters, Mr. Joyce has represented some of the world's largest Internet service providers, interexchange (long distance) carriers, wireless messaging, cellular and PCS operators, satellite service providers, microwave operators, broadcasters, cable TV service providers, power utility companies and wireless "local loop" carriers. His legal practice focuses on advanced communications technologies and the intersection between Internet based services and traditional communications networks.

Mr. Joyce graduated from George Washington University, magna cum laude, with a dual degree in Broadcast Communications and Political Science, and obtained his Juris Doctor degree from Georgetown University Law Center, where he won the Leahy Prize Cup in appellate advocacy.
